What's most important: applications or data?

Applications tend to be less important from IT perspective. They are of course very important for the business. But what would happen if an application failed? Think about that and I guess that you would immedeately say: as long as my data can be restored.
In many cases reinstalling an application is cumbersome, but not fatal. Losing unique data may be diastrous.
